WMA European Region Meeting on End-of-Life Questions
                                                                            
On Thursday and Friday, 16-17 November 2017, medical professionals, legal authorities, experts in palliative care and medical ethics, theological scholars and philosophers from over 30 countries gathered in the Aula Vecchia del Sinodo in the Vatican for the World Medical Association European Region Meeting on End-of-Life Questions.

Hosted by the World Medical Association (WMA), the German Medical Association (GMA) and the Pontifical Academy for Life (PAV), this two-day event provided a platform for debating the different policies and perspectives on end-of-life issues in Europe, for exploring patient rights, treatment limitations, and palliative care, and for better understanding public opinion on these complex topics.

On the first day, the Congress was introduced by a meaningful and rich message from His Holiness Pope Francis, read by Cardinal Turkson, Prefect of the Dicastery for promoting integral human development. In his words, Pope Francis developed a deep reflection about the frailty of life and the need to support it with good practices. 
      
Opening remarks were also delivered by WMA President Dr Yoshitake Yokokura, GMA President Prof. Dr. Frank Ulrich Montgomery and PAV President Archbishop Msgr. Vincenzo Paglia. The program continued with a look at three different perspectives on end-of-life questions by Professor Montgomery, Dr René Héman, Chairman of the Royal Dutch Medical Association, and Dr. Yvonne Gilli, Board Member of the Swiss Medical Association.

The subsequent session highlighted insights on end-of-life questions from different religious and theological backgrounds.

Rounding out the first day of programming was a session focused on examining legal aspects of euthanasia and physician-assisted suicide, which included a contribution from Prof. Dr. Volker Lipp, Professor of Civil Law, Civil Procedure, Medical Law and Comparative Law at Georg-August-Universität. This was followed by an overview of the Council of Europe’s Guide on the decision-making process regarding medical treatment in end-of-life situations as illustrated by Dr. Laurence Lwoff, Head of the Bioethics Unit of the Council of Europe’s Human Rights Directorate, and a series of presentations, including a talk by Prof. Dr. Leonid Eidelman, President of the Israeli Medical Association, exploring various aspects of compassionate use and conscientious objection.

Day two of the conference opened with an ethical debate surrounding the question of whether there is a right to determine one’s own death, after which Dr. Anne de la Tour, President of the French Society of Palliative Care, shared her expertise on treatment limitations and end-stage decisions about sedation.

Representing the patient’s perspective was Dr. Marco Greco, President of the European Patients’ Forum, who delivered a presentation on public opinions of key end-of-life issues.

The final day closed with a plenary panel discussion featuring six speakers from Switzerland, Italy, Germany and the Netherlands, representing an extensive range of opinions and policy viewpoints. 

The in-depth discussions held over the course of the two-day conference were intended to contribute to an overarching debate on end-of-life issues recently initiated by the WMA’s Medical Ethics Committee. To capture the global scale of this debate, the WMA set out to co-organize a series of regional meetings on nearly every continent. Previous meetings have been held in Tokyo and Rio de Janeiro. The WMA African Region Meeting on this subject will take place in early 2018 in Nigeria.

206th WMA Council Meeting Report: Salient points • Dr Ketan Desai, President World Medical Association (WMA) and Chairman International Wing IMA, addressed a press conference on 18th April along with Dr Arron President Zambia Medical Association, Dr Hoven Ardis Chair WMA and Dr Otmar Kloiber Secretary General WMA. • The African initiative undertaken by WMA towards empowering National Medical Association of South African countries so as to play important role in the policy making by the respective governments pertaining to health professionals and health acre. • Dr Desai, led the deliberations at the executive committee meeting on 19th April 2017. • Dr Desai was at the head table in the 206th council meeting of WMA held on 20-22nd April 2017. • In his Presidential report, Dr Desai brought out various initiatives and dispensations by him on behalf of WMA during the impending period from October 2016 till date were adopted. • At the said council meeting, key documents readied under the leadership of IMA pertaining to Assisted Reproductive Technologies and HIV-AIDS and the medical profession were presented and deliberated by Dr KK Aggarwal National President IMA and were adopted by the council and were to assembly for acceptance. • The creative contribution by the IMA towards these two document was acclaimed and appreciated by the council. • The document readied and presented by Dr KK Aggarwal on TB is being circulated to member countries for their inputs. • The observations given on behalf of IMA on documents pertaining to medical education and quality assurance in medical education were also taken note off by the council. • Dr Ajay Kumar deliberated on all issues of WMA as the council member putting forth the views of IMA. • Dr Desai, in the reception function hosted by ZMA in honor of HE Mr Edgar President of ZMA, in his address emphasized allocation of greater role and responsibility to the African countries so that they are in the main stream of global participation. • The speech delivered by Dr Desai as President WMA was very well received by all. • IMA and China Medical Association also signed an MOU under IMA-CMA initiative. • Dr Ved Prakash Mishra will be representing IMA in the WMA advocacy group and will also chair a session on medical education in Chicago. • Dr KK Aggarwal and Dr Vinay Aggarwal were re-nominated for another term on the ethics committee of WMA. • The visibility of the IMA at the council meeting by virtue of well-articulated participation on all matters before the council meeting for consideration was noteworthy and well-recognized. • IMA interacted with other member countries on the side-lines of the council meeting on the matters of mutual concerns and interests and for evolving a roadmap for formal joint ventures. • With Spain Medical Association, a formal round of talks on forging a common associated group with like-minded NMAs on the issue of organ trafficking and transplantation was also discussed. • The general assembly of the WMA would be held at Chicago in October 2017.

First ever IMA – Doctor Parliamentarians Forum Meeting held New Delhi, August 10, 2016: In the first-ever Interaction Meeting between IMA Office Bearers and Doctor Parliamentarians, it was resolved that the Doctor Members of Parliament and IMA will work together to come out with community-friendly policies and find solutions to issues like shortage of doctors in the rural areas and rising incidents of violence against the medical profession. Introducing the concept Dr S S Agarwal, National President IMA said, “The aim of this initiative is to make affordable, accessible and accountable quality and safe health care to the remotest areas of the country. IMA has also appealed to all its 2.75 lakh members to provide free antenatal consultation to women on the 9th of every month". Adding to this, the Coordinator of the Doctor Parliamentarian Forum Dr Sanjay Jaiswal said, “All the doctor parliamentarians across the party have decided to work together in forming health-friendly policies." Padma Shri Awardee and Honorary Secretary General, IMA, Dr K K Aggarwal said, “Both members of parliament and IMA represent the collective consciousness of all the doctors, and they both have a duty towards not only the public but also the medical profession. Members of Parliament who attended the meeting include, Dr Dharam Vira Gandhi, Dr K. Kamaraj, Dr. Mahesh Sharma, Dr. Mriganka Mahato, Dr Narsaiah Boora Goud, Dr Pritam Gopinath Munde, Dr Shrikant Eknath Shinde, Dr Solanki Kiritbhai Premjibhai, Dr Vikas Mahatme, Dr V. Maitreyan, Dr Yashwant Singh and Dr Anil Jain. In light of the issues discussed in the Interaction Meeting, the members came up with few recommendations to resolve some key points. Some of them include: • Focusing on the falling Female Child Sex Ratio • Re-discussion on Clinical Establishment Act in the Parliament • Enacting a central law regarding violence against medical profession • Finding ways in which the shortage of quality medical professionals in rural India can be tackled
